DOHMH BJS ATT is -1.060 rat-positive inspections per CD-month (-1.6% relative to DOHMH pre-mean). The two outcomes answer different questions — 311 measures citizen-reported complaint volume, DOHMH measures inspector-confirmed rat presence — so we do not expect the absolute magnitudes to coincide. What matters is sign agreement on the BJS estimator and order-of-magnitude agreement on the relative-percent scale."
